Noise generated by industrial and commercial premises can impact on residential and other noise sensitive receptors. New or changed industrial or commercial schemes can affect existing noise sensitive receptors, or new receptors, such as housing or hospitals, can be introduced in the vicinity of existing sources.
Besides industrial plant, other aspects to be considered can include car parking deliveries and loading, especially if these occur outside normal working hours. It should also be borne in mind that even relatively small items of plant, such as individual air-conditioning or refrigeration units are usually assessed using the same standards that are used for a major industrial installation. This normally involves comparing the background noise without the relevant plant or operation to the noise that will occur due to the source.
Baseline noise levels are frequently established by monitoring, and this could be a combination of attended and unattended noise surveys. Noise modelling can be used to calculate noise levels generated by the existing and proposed industrial or commercial noise sources and the potential noise impact can be determined. The noise model can then be used to assess the efficacy of various noise control options.
Where new industry or commerce is to be introduced into an area, an environmental impact assessment is generally required as part of the planning process, and this will often include a requirement to assess the noise impact. Certain processes will also require a permit under the Integrated Pollution Prevention and Control (IPPC) Regulations. If complaints occur, noise generated from existing industrial and commercial premises can be measured and evaluated in order to determine whether a problem exists. If noise control is required, I can undertake a detailed analysis to identify the sources that require treatment and can assess potential options, including undertaking a cost-benefit analysis.
